Insert one M3 x 8mm countersunk screw in either of the wheel pillar holes. Holding the screw in place with a screwdriver offer the wheel pillar up to the plate and carefully screw in the screw nearly all the way. Insert the other screw nearly all the way, allowing the countersinks on the screws and plate to engage and line up the plate and pillar. Tighten both screws.
