Fit one of the tube pillars upside down in the corner of the pocket that it originally came from in the tray. This will hold it still while you perform the next few assembly stages. Line up the pair of holes in the plate with the holes in the pillar. The face with the countersinks on the four small holes should end up being uppermost afer this operation.
