Check that the displacer does not bump into the bottom plate. To check for this you can gently rotate the flywheel so that the displacer approaches and moves away from the bottom plate, it should do so without touching it. If it does touch you will see the displacer deflect slightly as it touches. If it touches you will need to go back to the previous stage, press the top of the stem some more and recheck.
